Bad police behavior is costing cities a lot of money, but rarely are the police actually punished due to the "code of silence." So, how about some capitalist incentive to turn on their colleagues? All we need is for cities to implement the following rule:
Any time a city either settles out of court or pays a civil judgement for police misuse of force, salaries will be frozen for the succeeding 12 months across the entire police force UNLESS the officers responsible for the misuse of force have been fired for cause or convicted in a criminal complaint.
